Cameroon is a Central African country lying at latitude 6°N and longitude 12°E. The country has a surface area of circa 475,442 square kilometers, and is bordered by several other African countries: Nigeria, Chad, the Central African Republic, the Republic of Congo, Equatorial Guinea, and Gabon. With a population of nearly 20 million inhabitants, Cameroon is a very diverse country, geographically, culturally, and linguistically.

Although contract sugarcane farming is the most dominant and popular land use among farmers in Nzoia Sugarbelt, results from a 2007 study suggests that the intended goal of increasing farmers’ incomes seems to have failed. With a mean monthly income of Kenya Shillings 723 (US $ 10) from an average cane acreage of 0.38 hectares, it would be difficult for a household of eight family members to meet their basic needs and lead a decent life. Analysis of farmer statements showed (...) that up to 86% of the changes in net income were significantly determined by six cost variables as a group (i.e., acreage, tillage costs, seedcane costs, transport costs, yield, and farmer’s education level). Area under sugarcane had the greatest influence on net income whereby an increase in one hectare under cane would result in an increase of Kenya Shillings 110,427 in net income (per crop cycle of 21 months), holding other variables constant. This translates into Kenya shillings 5,258 per month (or 175 per day per household, or for a family of eight people—KES 22 or US $ 0.3) per member, which is far below the international standard of absolute poverty. Key net income depressors were tillage, seedcane, and transportation costs, all of which were determined by the company with no input from farmers. To bridge income gaps between the company and farmers in favor of sustainable community livelihoods, this paper argues strongly for the need to institutionalize Corporate Social Responsibility within the daily operations of the company particularly to address net-income depressors. Ten key building blocks for such a policy for Nzoia Sugar Company are suggested, based on farmers’ responses and ethical considerations. (shrink)

This paper addresses the question of what organisms are and therefore what kinds of biological entities qualify as organisms. For some time now, the concept of organismality has been eclipsed by the notion of individuality. Biological individuals are those systems that are units of selection. I develop a conception of organismality that does not rely on evolutionary considerations, but instead draws on development and ecology. On this account, organismality and individuality can come apart. Organisms, in my view, are as (...) class='Hi'>Godfrey-Smith puts it “essentially persisters.” I argue that persistence is underpinned by differentiation, integration, development, and the constitutive embeddedness of organisms in their worlds. I examine two marginal cases, the Portuguese Man O’ War and the honey bee colony, and show that both count as organisms in light of my analysis. Next, I examine the case of holobionts, hosts plus their microsymbionts, and argue that they can be counted as organisms even though they may not be biological individuals. Finally, I consider the question of whether other, less tightly integrated biological systems might also be treated as organisms. (shrink)

Our capacity for planning agency is a core capacity that underlies interrelated forms of mind-shaped practical organization: cross-temporal organization of individual agency, shared agency, social rules, and rule-guided organized institutions. A function of our capacity for planning agency is the support of these forms of practical organization. I highlight Peter Godfrey-Smith's contrast between the ‘Wright function’ of something as ‘the effect it has which explains why it is there’ and ‘Cummins functions’ that ‘are capacities or effects of components of (...) systems, which are salient in the explanation of capacities of the larger system’. Drawing on Paul Grice's strategy of ‘creature construction’, I articulate a sequence of nested constructions: from temporally extended planning agency to shared agency to shared policies to social rules to rule-guided organized institutions. We see our capacity for planning agency as part of an explanation of how we achieve such practical organization, and as having nested Cummins functions of supporting those forms of organization. This sheds light on related ideas in H.L.A. Hart's theory of law, a challenge from J. David Velleman, the centrality of such forms of organization to the philosophy of action, and the moral and political significance of our capacity for planning agency. (shrink)

Research in archaeology and anthropology on the evolution of modern patterns of human behavior often makes use of general theories of signs, usually derived from semiotics. Recent work generalizing David Lewis’ 1969 model of signaling provides a better theory of signs than those currently in use. This approach is based on the coevolution of behaviors of sign production and sign interpretation. I discuss these models and then look at applications to human prehistoric behavior, focusing on body ornamentation, tools, and other (...) artifacts. (shrink)

This book presents a collection of linked essays written by one of the leading philosophers of biology, Kim Sterelny, on the topic of biological evolution. The first half of the book explores most of the main theoretical controversies about evolution and selection. Sterelny argues that genes are not the only replicators: non-genetic inheritance is also extremely important, and is no mere epiphenomenon of gene selection. The second half of the book applies some of these ideas in considering cognitive evolution. Concentrating (...) on the mental capacities of simpler animals rather than those of humans, Sterelny argues for a general distinction between detection and representation, and that the evolution of belief, like that of representation, can be decoupled from the evolution of preference. An interpretation of John Dewey’s views about realism, science, and naturalistic philosophy is presented. Dewey should be seen as an unorthodox realist, with respect to both general metaphysical debates about realism and with respect to debates about the aims and achievements of science.

Heracleides Ponticus, a pupil of the schools of Plato and Aristotle, who lived from about 390 to 310 B.C., shared the wide interests of many of his pre-Platonic predecessors. Diogenes Laertius gives a long list of his works, many of them now known only by their titles, which he divided into writings on ethics, physics, grammar, music, rhetoric, and history. Like most of his predecessors he gave some attention to the heavens and speculated about the nature of the moon , (...) comets , the infinity of the cosmos ; he was best known in antiquity, in this field, for his suggestion that the phenomena could be saved if the heavens were at rest and the earth revolved about the central axis .2 One of two pieces of evidence for his involvement in anything more than this general, inexact speculation in the field of astronomy is contained in the commentary on Plato's Timaeus written in Latin by Chalcidius somewhere at the beginning of the fourth century A.D.; it is this passage which this paper will discuss. Our understanding of communication and its evolution has advanced significantly through the study of simple models involving interacting senders and receivers of signals. Many theorists have thought that the resources of mathematical information theory are all that are needed to capture the meaning or content that is being communicated in these systems. In 1916 Bertrand Russell was prosecuted and fined for publishing (in defence of a conscientious objector) 'statements likely to prejudice the recruiting and discipline of His Majesty's forces.' He was almost immediately afterwards dismissed from his Lectureship at Trinity College, Cambridge, by the College Council. This expulsion provoked a storm of protest and the true facts of the case became obscured by misconceptions, prejudices and uninformed gossip, to the discredit of the College. In 1942, therefore G. H. Hardy the mathematician (...) printed for private circulation to another generation of Fellows at Trinity a full account of the incident in an attempt to explain what really happened. This is now made public. Besides provoking an authoritative record of a celebrated but misinterpreted episode in Russell's eventful academic career, this document contains interesting evidence about attitudes to pacifism in the First World War and in particular about the sympathies of such distinguished colleagues and contemporaries of Russell as Cornford, Housman, McTaggart and Whitehead. We present a dynamic model of the evolution of communication in a Lewis signaling game while systematically varying the degree of common interest between sender and receiver. We show that the level of common interest between sender and receiver is strongly predictive of the amount of information transferred between them. We also discuss a set of rare but interesting cases in which common interest is almost entirely absent, yet substantial information transfer persists in a *cheap talk* regime, and offer a (...) diagnosis of how this may arise. -/- . Self-Transcendence and Human History in Wolfhart Pannenberg examines Pannenberg's thoughts on self-transcendence and its relationship to human history. The author attempts to establish a better understanding of man as "creature" and as "creator" of history. Godfrey Igwebuike Onah begins by clarifying the definitions of self-transcendence, openness, and exocentricity. These terms involve man's natural tendency to constantly reach out beyond the present reality, which is based in his existence as a spiritual being open to God. Onah discusses the development of (...) the self that is always present, but does not completely emerge until the end of the individual's history. He shows that imagination, culture, language, play, love, trust, and the question of God are dimensions of man's capacity of self-transcendence. Through a critical dialogue with Pannenberg, the author demonstrates that man becomes history, while also participating with God in the making of history.
